Dr. Rubina Gill, Ph.D.

President & CEO | Agricultural Scientist · Professor · RCFE Administrator, California

Dr. Rubina Gill is an accomplished Agricultural Scientist, Professor, and Researcher with over 21 years of experience in teaching, research, and academic leadership. She holds a Doctorate in Agricultural Sciences (Agronomy) and is certified in Administration for Residential Care Facilities for the Elderly in California.

Currently serving as Executive Director at St. Michael Assisted Living, she blends scientific expertise with compassionate leadership to ensure quality care and community enrichment. She has received numerous national and international awards for contributions to agricultural science and innovation.

With 50+ published research articles and 8 authored books, Dr. Gill has guided many Master's and Doctoral students. She also serves as a reviewer for international journals and is a board member of multiple scientific societies.

Dr. Harmesh Kumar is a licensed clinical psychologist with over 42 years of experience in mental health. He is the Founder and President of the South Asian Behavioral Health & Training Foundation (DBA Mind Body Wellness Center) — a nonprofit dedicated to mental wellness, emotional healing, and culturally responsive care.

He served as a Psychologist with the California Department of Corrections and Rehabilitation (CDCR) from 2019–2024 in the Acute Psychiatric Program (PIP), and continues to provide mental health consultation to skilled nursing and assisted living facilities across California.

A recognized community leader, Dr. Kumar has served as Chair of the Human Relations Commission, City of Concord, and founded the Annual Diversity Festival (Baisakhi) in Concord. His contributions earned him the Hind Rattan (Jewel of India) Award, a California State Senate Certificate of Recognition, and commendations from President Bill Clinton.
