Dr. Rubina Gill is a Licensed Clinical Social Worker with over a decade of experience serving California's residential care sector. She founded Rising Care Solutions to bridge the gap between regulatory complexity and practical facility operations — bringing clinical insight to compliance work that too often lacks it.
Her expertise spans RCFE consulting, mental health systems integration, dementia care programming, and staff development. Dr. Gill is known for translating Title 22 requirements into systems that facilities can actually sustain — and for her commitment to resident dignity as the ultimate measure of compliance success.
Dr. Harmesh Kumar is a Licensed Clinical Psychologist whose work has focused on mental health in residential care settings throughout California. He brings a rigorous, evidence-based perspective to every program and consultation — grounded in the bio-psycho-social model and informed by years of direct clinical work with older adults.
Dr. Kumar leads the clinical curriculum for Rising Care Solutions' CEU training programs and provides expert oversight on behavior management, mental health assessment, and psychosocial care planning for RCFE populations. His work has directly improved resident outcomes across more than 200 California care facilities.
